July 13, 2026 Council Meeting Update

At its July 13, 2026 meeting, Council selected a 25-metre right of way for CP5, the section of the planned Phillips Road–Throup Road connection between Charters Road and Phillips Road. This decision sets the design direction for CP5; it does not approve construction, property acquisition or borrowing.

The 25-metre width reflects the arterial-road standard in the District’s Transportation Master Plan and provides space for roadway infrastructure, sidewalks, cycling facilities, drainage, utilities, lighting, landscaping and possible future improvements. It does not mean the entire right of way would be paved or constructed immediately.

The broader CP4, CP5 and CP6 project is currently estimated at approximately $50 million. The District is awaiting decisions on major grant applications, and Council has considered whether the corridor could be constructed in phases. Long-term borrowing would likely still be required, subject to elector approval. A borrowing question will not appear on the October 17, 2026 election ballot.

Staff will complete the authorized design work, monitor grant opportunities and provide updated project information to the incoming Council. The next Council will decide whether and how the project advances after considering updated costs, funding, affordability and other community priorities.
